Rep. Underwood won a narrow victory in 2016 and her district is a priority target for the Republicans in 2020. It is rated a toss-up by Cook and Sabato.

​Congresswoman Underwood is a former nurse, public health expert, Obama administration alum and the youngest African-American woman to serve in Congress. She earned her BSN from the University of Michigan and her MSN and MPH from Johns Hopkins. She started her career as a policy professional in the Obama Administration in 2014 and later worked as a senior advisor at the Department of Health and Human Services (HHS).
